Maybe that was Cosmin Truta rather than J Decker.

This option seems to need to be set in the using application (e.g. 
ImageMagick).  Perhaps there are security consequences (e.g. denial of 
service opportunity) to setting it.

With the ability to compile from source code, it is possible for a 
technically competent person to build most libraries and applications 
from source code, even without using Gentoo.
