For reference, my understanding is that the proposal which is the
subject of the CFD is precisely this URL:

ftp://ftp.simplesystems.org/pub/png-group/documents/png-proposed-eXIf-chunk-2017-0119.txt

The *directory* under that URL (i.e. the documents directory) is not
searchable via typical web browsers; the contents have been
deliberately hidden even though they are readily visible by the
totally non-secure "FTP" protocol.  Go figure; you can ftp to that
site, give the magic user name "anonymous" and be asked to enter your
email address (the name of any president will suffice, well, the one I
tried worked), then you can find out what is in there.
