It would be a redesign of the eXIf chunk, but we could do that. Just eliminate the TIFF header and IFD structure, and only put a consecutive stream of EXIF/GPS/thumbnail tags in eXIf. That's more or less what I tried to do 10-12 years ago, but the project died due to lack of interest. That means conversion back to JPEG or TIFF would involve rebuilding the IFD structure, but that's pretty simple.
