the purpose of a PNG EXIF chunk is simply to store the EXIF data (from a 
JPEG image)

if you take elements out of the JPEG (or whatever) EXIF data and store 
them in a PNG chunk then that's not an EXIF chunk anymore

call it a GPS chunk, a THUMBNAIL chunk, etc. but not EXIF

and you don't need a new GPS chunk, because you can just define a GPS 
keyword in a TEXT/ITXT chunk

I like the current proposal on simplesystems

it is SIMPLE :-)
