I have to admit that I'm quite happy with how 0.34 handles this.

I just use sodipodi and add a docked toolbar. This will create a toolbar 
stuck to the editing window. Then I maximize this window. Much easier to 
work with.

Also, I've noticed that in 0.34, the transient windows do not disappear 
under the main editing window, so it makes this maximized window much 
easier to work with than before.
