I think the keyword here is "sync".  Don't +sync+ the bmp to the card,
move it there via a flashcard reader.  If you don't have a dedicated
card reader, you can use CardExport II to turn your T5 into an SD Card
Reader.

Place the bmp file into "X:\PALM\Programs\IconMgr" where "X" is the
drive letter your desktop computer assigns to the card drive.

Apparently, the sync software and/or conduits tend to change the
formatting of the bmp files when synced.  Also, syncing will almost
certainly place the file into the wrong location on the card for what
you want.
