By default Windows XP (Home and Professional) ship with the firewall
turned off.  So unless you turned it on, it is not likely to be the
problem.

Just in Case, here are the instructions:

1. Click Start-->Control Panel
  
2. Click Network and Internet Connections-->click Network Connections. 

3. Under the LAN or High Speed Internet heading, click the connection
that you are using for networking

4. Right Click on the Local Area Connection and choose Properties

5. Click the Advanced tab and then make sure the the Firewall is
unchecked... NOTE:  This could open you up to a WHOLE WORLD OF HURT
(tm).  Do with caution/at your own risk!  If everyone in the world were
running this or it was checked by default BLASTER would have never got
off the ground.  

6.  If you want to be a little more paranoid, Check the box and then
Click the Settings button to check any services (like mail) to allow
through.
