There is Tiny Windows 11 which you might want to look into.

The scripts take an MS Windows 11 ISO and copies it into another ISO 
without most of the junk. I have installed a couple of machines with 
modified Windows 11 Pro. So far, they seem to work perfectly.

I even made an install from an existing machine. I started with Disk2VHD 
and ended up with a working virtual copy of the original machine. 
However, the machine works perfectly if I logon as the original user but 
I apparently stripped out the ability to create new users. I didn't have 
this problem when I used the MS ISO.
