I agree that since SMT components already have pads on the top of the board, it makes sense to do most of the routing there. I've been using KiCAD for four layer boards. Signals on top and bottom (most on top), ground on layer 2, and Vcc on layer 3. A recent 4 layer board is pictured at https://w6iwi.org/rtty/DspTU2/DspTuPcbA.jpg .
