The 5282 crystal oscillator is specified for 2 to 10 MHz, so it cannot 
run directly from a 32 MHz crystal.  If you want to run at 32 MHz, the 
PLL needs to be configured, appropriately, to multiply up some reference 
between 2 and 10 MHz to the desired frequency.
