gdb with BDM-parallel port won't work

I'm running ddd/gdb in a Windows/cygwin environment that I constructed about
7 years ago. I recently moved all the development environment/code to a new
computer which does not have an on-board parallel port. So, I purchased a
parallel port on a PCI card.

ddd/gdb won't operate on this new computer, and I get the following message
from gdb... "error: could not access the GiveIO device".

What do I need to do to get this new computer operating?
