AN2371 discusses the UART TPU code running on the TPU. The TPU is emulating a uart. It has nothing to do with settings required for the QSMCM SCI (UART).

if you are having a problem with the SCI baud rate, make sure you clear the HSPEED in the UMCR to set the IMB frequency to be the same as the system clock. After reset, it runs at 1/2 the system frequency.

QuickStart should do this for you.
