I think it¹s usually based on the client's needs. If the client is
established enough, they will "hopefully" have an overall communication
strategy and brand promise that will help dictate a lot, but we¹ve all had
jobs where the client just needed a ³quickie².  As we¹ve all seen, every job
is not going to require personas and mood boards. When the scope of a
project grows from being a ³small² request to a large multi-channel
campaign, the requirement to have supporting documentation tends to pay for
itself. 

Especially, when the client and project team grows.... Don¹t you love those
client committee design reviews? Or... Does this sound familiar: I need you
to develop xyz and I have to present it to my boss and he is going to
present it to his boss... And oh yeah, there¹s the legal department too....

When it comes to brand, it usually depends on the business' level of
development (age, prominence, vision, product/service,etc...). Based on how
a business is coming to market, a brand system as deep and complicated as a
FedEx brand system may not be needed... Or it could be....
