A little more information on the problem although I still haven't got to the bottom of it. When the webapps are deployed, tomcat's digester throws an exception. The cause of the exception can be found in the /logs directory. This lead me to an interesting article at: http://nagoya.apache.org/bugzilla/show_bug.cgi?id=13282 To summarise, it states that there is a bug in xerces 2.2.x versions which only manifests itself with struts1.0.2. They suggest several work arounds: 1) use struts 1.1 which they claim has a fix for this problem (I haven't tried this option yet, too large a download :-) 2) use xerces 2.1.0 or ealier. This didn't work for me as tomcat 4.1.18 actually comes with this 2.1.0 anyway! 3) Try a newer release of xercesImpl.jar which should have a fix to this problem. I tried a nightly build from a few days ago which didn't work for me. Could you try this out and see if you have better luck.
