session counter should keep the count correctly providing a user keeps one session as it browses the site.

Description:
When a user logs into the site at one location they are allowed to log into other locations while still being logged in (which is a security issue). In addition the number of users logged into the system continues to steadily rise as the user logs in at yet more locations.
