Description:
Paul,
    I'm adding a new task that I'd like you to think about as you're changing the themes.  We need a setup page that the admin is taken to when the system is not setup.  This setup property goes in jlcp_config.properties and when the setup is completed it is set to true.  Since you're working on filters and such, could you take a look at this redirection and the setup page.  Here are the things we need configured:

- admin email
- site smtp host
- filecenter upload location
- do users need to be approved
- and possibly set DAOs
