JEMH: Making JIRA aware

I've been searching the wiki and the support page and I can't find some clarification about making JIRA aware of the new handler. When we added the value code, we added it under the first property in the file. Later we find that JIRA can no longer see any of our handlers and we get a null error. Our thought process is that we added that snippet of code to the wrong property or that maybe we should create a new property in that file since the value already contains a key. The directions in the installation guide don't specify anything other than the file it needs to reside in. Can someone help us find our error? My apologies if I duplicated a post. I did not find one that was similar.
