Does the Apache license apply retrospectively?

Gerald,

A good decision to change the license however, how do I ensure that I have a
copy of Luxor SWT and supporting packages that is covered by Apache 2.0?


I have a copy of the luxor-swt beta 9 pre package downloaded from source
forge some time ago.

At the time I downloaded it GNU GPL applied. 

Now that Apache 2.0 applies as of 23 Feb 2004, is my copy still licensed
under GNU GPL or does Apache 2.0 apply retrospectively?

I note also that the copy of Rachel etc also downloaded at the same time has
headers that refer to GPL. Does the latest code now refer to Apache? 

Do I have to obtain all the latest code to be licensed under Apache?
