Yes, that is what it currently says, but as you noted, it hasn't been
reviewed or edited in years.  When you wrote "I do agree that the
governance model needs to be reviewed, and this is as good a time as
any to initiate conversations on this" I got the impression we were
discussing the future and not the past.  If not, please let me know
when those conversations do take place so I can join them.

In my view, there should be the possibility of meaningful community
involvement in pretty much any aspect of the NetBeans project.  I
would hope a Governance Board would have an interest in ensuring
that's the case.

These points have been mentioned many times by others on public
NetBeans mailing lists (though this was the only time I did so), so
indeed this feedback has been provided.  I can't say whether those
people requested resolution, but I'll make a point of filing issues
for them this week.
