I think we (current localizers) should also switch to UTF-8 so that 
the scripts don't have to recode win-1251 russian encoding to UTF-8 
before publishing. At least the Russian issue sent to my e-mail had 
some strange artefacts (? marks) on some of the symbols, while on-site 
version is OK.
