Yes,
most interface is in Russian, though some parts are in English.
And Online help is partly translated, i.e. Ant manual is, and XML 
isn't, though TOC is fully in Russian.

Actually this dual Russian-English looks pretty funny and 
unprofessional, but it can be used, at least for promotional reasons.
