I vote for a solution that expressly does *not* use Oracle infrastructure
and, if possible, doesn't depend on being managed very much either. (You
know: fool me once shame on you, fool me twice shame on me).

That's what I suggest something already hosted.

Launchpad.net fits the bill since it's big, free and managed by someone
outside Oracle. The only task is to configure everything which needs to be
done once and then define the workflow when doing releases, etc.
