It has some old strings from 2008 and very few test translations (eg, https://translations.launchpad.net/netbeans/trunk/+pots/netbeans-core-actio= ns/ro/+translate) but I think it was semi-usable. I haven't kept track of that project nor did I follow the launchpad updates. Last I tried (in 2008!) the main problem was that it was built with gettext in mind and I had to convert the .properties files to .po files.
