Submit new platform tutorial

Hy,

I've written a tutorial about the Palette API (Netbeans platform) and
I think it will be a nice adition to the netbeans.org site.

Is this the proper list to announce it? It's available on
http://www.lisp.ro/nb/netbeans-palette-api.html .

I'll probably still change it in the following week(s) depending on
feedback. How does it get updated on the site (do I submit again, use
my account, etc) ?
