dialing on CCM

Hi, 

we are using CCM 3.3 (Cisco Call Manager) and I have little problem with dialing numbers. When terminal is IDLE, I can dial numbers with these commands:

call=provider.createCall();
call.connect(terminal, address, some_number_to_dial)

Problem is when someone press dial button or pick up phone - I can't use this code, exception with message like "originator is unable to initiate call" is raised. Have you some idea?
