That seems dubious. When dealing with computers, changes usually take
1/60th of a second (or less) to complete. Why slow them down?
When I turn on a light, it takes considerably less time to change state.
I have yet to encounter a light bulb that smoothly transitions from off
to on. And unless capacitors are involved (e.g. LED's associated with
AC->DC convertors, e.g. laptop power supplies), most lights go from on
to off in an imperceptibly short time.
Anyway, even the existing label animations are drawing my attention more
than not having the animation. Possibly because change is occurring over
a longer period of time.

You obviously do not use ksysguard. The label animations in conjunction
with ksysguard are *seriously* obnoxious. In /general/, I find them
(label animations) more distracting than no animation.
Maybe I'm more sensitive than you, or something... I tried turning
animations back on, and IMO they're *all* annoying, at least enough so
that I turned them back off right away. (50 ms for labels is less
obnoxious though. @Hugo, thanks for that much at least.)
I still think animations on by default is bad usability. They are not
making anything easier to use - they have no demonstrable usability
advantage that I know of. They /can/ be annoying, which is bad for
usability. The only "advantage" is that they look pretty, but that
doesn't make anything more usable. ("Look pretty" is great when there
isn't a down side... but there is, here.)
@Hugo: the animation is broken when the label changes size/position.
(Try it with a right-aligned label, for example.)
(/me wonders about taking this thread to -usability...)
