  Most definitely.

  I tend to think this is a little harder to agree with. Unless my
memory serves me wrong, the U.S. entered the war in Europe (at least
directly) because Nazi Germany declared war on us. I guess you could
argue that we left our fleets vulnerable in Pearl Harbor so that the
Japanese would attack for the purpose that this would get the Germans in
on the action and allow us to enter the European war, but I doubt that.
Perhaps I'm wrong, but I do think we worried about our allies as well.

  I suspect that if we'd been mostly aiming at the European side of
things, we would have placed vulnerable ships in a place where the
Germans could have attacked them rather than the Japanese.

  Considering that the Soviets committed more atrocities under Stalin,,
albeit not as widely publicized or as systematic, than the Nazis, it was
wise to be worried about them, however.
