Problem with KDE

I got KDE going under cygwin. No problem. But when the interface comes up,
it tells me basically that nothing can load.
The panel module, etc is appearently not installed?
The only thing I get is icons for Home, System and Trash; none of which can
be loaded, because of the missing modules.
What am I doing (or have I done) wrong?
