Sure, the devs used Development Platform 4 but from the user's perspective it's just the first version of the app that uses that shiney Platform 4 they've had installed for a while. Offtopic - the libraries used is a bit of a techie thing anyway, but the we set things up ages ago, people care about whether an app is in a KDE 3 or 'KDE 4' version. The better emphasis would be new KMyMoney with X new features and not really get in to the details of what it is built on.
