Found it (should have looked before I sent the last one). It was Cornelius 
actually. Quoting him:

"KDE Platform" is the libraries and runtime dependencies, which are required 
for all KDE programs to run. So everybody using KDE software has the KDE 
platform installed. It's the common base, which gives users the consistency 
and common functionality of KDE programs, which is widely appreciated.

"KDE Development Platform" is what you need to develop KDE programs. So this 
also includes the libraries and runtime dependencies, but it adds the header 
files, the build system, the API documentation, etc. So it's a superset of the 
KDE Platform targeted at developers to write KDE applications.

I think http://kde.org/developerplatform/ actually describes the KDE Platform, 
but perhaps someone would like to correct me on that?
