I agree with Ivan.
The statement should have read "The voting is over and the membership was 
clear in that a distribution can be a KDE project". That was badly worded, 
because the voting was indeed not about "Should KDE have its own 
distribution?" but "Should KDE allow a distribution to become a KDE project?". 
I don't think many people outside of the neon mailing list have read that 
statement, however (how did you find it, btw?), so I'm not sure if it needs to 
be publicly corrected.
As Ivan said, PR is not our strong suit. We are fully aware of that.

Maybe you can convince the board to issue a statement of clarification, though, 
I dunno. I see no way how that could hurt, at least.
