String form rc file not tranlated

The string id from kmines "&Move" is translated in the kmines.po file 
to "&מהלך" but when running the kmines application itself the string is shown 
as untranslated.

The Move string came form the kminesui.rc file. The file's head look like 
this:

  <Menu name="move"><text>&amp;Move</text>

</MenuBar>
...


The string "&Move" is the only translatable string in that file, and is the 
only string that does not get translated in this context.

Who is to blame of this bug, and how should I go about fixing it?
