I agree that it should be able to be configured to be set to something else, 
but I don't really know how to do any of that stuff in KDE, as I find its 
configuration options very confusing. For example, how do I set holding some 
random key and left clicking to cause a pop-up menu to appear, as if I had 
right clicked?

In general, I think that all options should be configurable, but I am 
talking mostly about the default. And the default should be that 
middle-click causes a useful tip to appear.

Making it configurable to be something else is a slightly different matter. 
The feature should exist, even if it can't be configured. However, you are 
correct that being configurable is something that should also be a portion 
of it.
