Around in circles installing Lib-XML on Windows

I am still trying to install XML-LibXML on an isolated Windows XP system running ActiveState Perl 5.8.9. I have no choice about the version or perl or OS, so please do not suggest Strawberry or anything like that. I would prefer to use the PPD, but the only one I can find for my environment (ActiveState Perl 5.8.9 on Win XP) fails with "Can't find any package that provides XML-LibXML-Common..." and I can't find a compatible ppd for XML-LibXML-Common. The package is one I got from http://theoryx5.uwinnipeg.ca/ppms/zips/ dated 04-Sep-2006.
