Re: another question about layout in ICU 2.6

Yes, that sounds like the problem that was fixed by Jitterbug 3306, 
which was checked in as part of ICU 3.2. These changes are independant 
of any other changes that have been made since ICU 2.6, so you should be 
able to apply them to that version w/o any problems.
