In this case, ICU means ICU4C (no space in the name). The ICU project has three subprojects: ICU4C, ICU4J and ICU4JNI. ICU4C is written in C and C++. ICU4J is written in Java. ICU4JNI is a Java wrapper around some of the C and C++ code using the Java JNI interface. All three subprojects use the same versioning scheme (as of 2.0 and onwards). To clarify Markus' comments... z/OS is not a reference platform, but ICU4C builds on z/OS. We try our best to make ICU4C build and test on z/OS, but we depend on other contributors to do this for us.
