Yes, it was disabled in 1.0.7 official.

You can try some of the earlier test releases, but there are dangers.

1.0.7.20091103 works partially for some people, but not for me. Reportedly fails if there are any groups in your contact list.

1.0.7.20090805 sort-of worked for me. 

Was able to retrieve the phone book but all the entries were prefixed with a four-digit code. I exported that to excel, imported contacts from my old phone, then very carefully conformed the added rows to the shape of the rows from the enV3, including the 4-digit code prefixes. That I imported back to BitPim and transferred to the phone.

It appeared to work, but the phone's Contact list was thereby corrupted: I could use them to dial out but they were not recognized by caller ID, and worse, if I accidently opened one the phone would reboot. The ones I used frequently I deleted and re-entered manually: that "fixed" that entry, but left the others as "land mines".
