Right now, you can't. Netscape is based off of Mozilla 1.0.x, and as a result 
doesn't have a great number of the features found in other, more recent Mozilla 
builds (such as the about:config functionality). However, Netscape 7.1 should be 
based off of the 1.4 branch, which will mean that all of those Mozilla featres 
will be in that release.
