Having thought about this more, having the ability to mark a VOB in a PGC as a program or chapter, and combining that with multi-PGC titles, would really take DVDAuthor to the next level!!
If this couldn't easily be done without breaking existing projects, a version attribute could be added to the root XML tag to allow backwards compatibility: e.g. <dvdauthor version="1.8"> 

...<titles>  <title>    <pgc>      <vob chapter="yes" file="file1.mpg" />      <vob program="yes" file="file2.mpg" />      <post="...">    </pgc>    <pgc>       <vob chapter="yes" file="file3.mpg" />       <vob program="yes" file="file4.mpg" />       <post="...">     </pgc>   </title></titles>
