bitrate: a preset command-line or option target?

dear lame wizards:

the config->encode->encoder has an encoder command-line field, which I 
set to "-q 0 --alt-preset extreme %2 %m".  I just stumbled upon the 
other tab (options), though, which seems to want an encoding bitrate.  
when set to 0, I seem to get no encoding, so this field seems not to be 
ignored.

my confusion is simple---doesn't alt-preset extreme basically specify 
the VBR bitrate target?  is the bitrate field ignored?  would it make 
sense to clarify this in the FAQ---or even combine the related 
command-line arguments with the "encoding bitrate" field to make a 
clearer set of choices? (difficult, because different encoders have 
different options.)
