I tried to find the CWS you're talking about to see the changes myself (just
double checking).
I haven't found anything in m92, help is welcome (I checked
http://development.openoffice.org/releases/DEV300m92_snapshot.html).

The oneliner I talked about is
http://hg.services.openoffice.org/cws/hebfixwhich was integrated to
OOO330m13.

About what to do - I prefer to see the CWS you talk about first, but in
general just handle Hebrew like all the other languages. I think the
translation done to 3.3 will be merged to DEV300 and will get to the pootle
at somepoint, but for now it doesn't seems so (I found old texts we changed
before the 3.3 deadline).
