[native-lang] New co-leads for FR NLC project

Hi all,

As Laurent Godard has resigned from his co-lead role of the Francophone
project, I've nominated Gilles Bignebat and Sophie Gautier as my new
co-leads. Both have accepted the task and have gain support from the FR
community.
