Those reponsible for delivering the program have the authority to do whatever is in the best interests of delivering the program. The Requester must trust that the Provider will do the right thing in order to satisfy the Requester's requirements. The Provider must trust that the Requester will make reasonable requests. Each side must be willing to listen to the other side's bad news without attributing the bad news to malice on the other's part. Folks, if you don't like the above, you can't do XP. J. B.
