That's a goal, different to what you've stated in different thread.  What
are your goals?

As I've said before, the most efficient for an Agile spread throughout the
org is to start _living_ the Agile way and demostrate the benefits of this
way to people around you.  If you're CEO -- do this at CxO level.  If
you're developer -- to this among developers.  If you're consultant -- do
that with people you're working with.
