What I think I understand from some notes from Glen is this: It's best (common? required?) to measure actual completeness, not just amount of the budget spent. So if you budgeted $1000 for a feature, and you think the feature is half done, your EV is $500. If it has cost you $750 to get there, the EV is still $500. Is that right, Glen?
