The books emphasize variable scope and small releases because there are great benefits in doing so. In practice, neither are common, but that need not impact on the team's use of XP. Few projects deliver on time and budget. For a project that is not, there is always some discussion/negotiation with the customer around the delivery date, scope, and often cost. That discussion is best for everybody if there is lots of valuable, working software available to make the best decision of how to proceed (usually delay or ship what we got). So, even if a customer will not engage with an XP team in the way the practices describe, XP will still yield the optimal results for all involved. In these cases (as I know you know ;-), the role that we prefer to be the end customer is performed by someone with-in the developing organization, perhaps from the team itself. We often see managers, who often have reduced team-focused work, perform this role. It is still XP, but with some adaptation to overcome the constraint of an un-engaged customer.
