Our mentor company does the same and it's through Balanced Scorecard
that it is done. Without a "shared" outcome, the teams behave as Steve
describe. If the outcome is because of BSC or BSC is the result of the
team I can't say, but every place we found BSC the behaviors described
by Steve don't seem to appear.

budget is in the billions. They enthusiastically embrace BSC. There are
always "issues" but a common goal with clear performance measures and
rewards is the basis of a "team." Without those it always seems to be
trouble.
