As soon as somebody builds one. You could, too. Only free tools are
required to do so. There's even a README.win32 in the pyPgSQL source
distribution.

I've once made a replacement SSL-enabled _socket.pyd that's currently
available at:

You could try copying the files from the 2.2 directories to the 2.3
directories. But it will likely fail, as C-API compatibilty is only
guaranteed between the same major.minor Python releases (with the
major.minor.micro scheme).
