For mature, well-supported EEG signal display and analysis code, the EEGLAB toolbox is probably the way to go. http://sccn.ucsd.edu/eeglab/ It's not C - but written in Matlab with bits in C. You need Matlab (paid) or Octave (free, but not so well supported) software to use the toolbox. http://www.gnu.org/software/octave/ Other software can hook into Octave to use the EEGLAB stuff.
