For mature, well-supported EEG signal display and analysis code, the EEGLAB
toolbox is probably the way to go.

It's not C - but written in Matlab with bits in C. You need Matlab (paid)
or Octave (free, but not so well supported) software to use the toolbox.

Other software can hook into Octave to use the EEGLAB stuff.
