I'm afraid in many cases it's not the publishers who decide. I'm pretty sure that Elsevier (one of the largest publishers) will go along with whatever style the journal's editorial board prefers. So I think a major diffuculty is that you'd have to convince many different parties that usually never communicate with each other. A different approach might be to establish ISO standards for references and then one-by-one convince societies and editorial boards to adopt them. I'd be willing to join a group working on an international standard. Pursuing this further should probably happen outside this listserve, since it is off-topic.
